What is the difference between a risk assessment and a safety plan?

A safety plan outlines specific safety measures: security, first aid, evacuation procedures, and permits. It is an operational document for the day of the event. A risk assessment is broader and more strategic: it identifies all risks that could disrupt the event—from technical failures to supplier issues—and includes evaluations and action plans. The risk assessment forms the basis for the safety plan but goes further. A good production process includes both documents.
